PCCLT Eligibility Checklist

To buy a home through PCCLT, you must meet the following requirements:

Steps to Apply

Our application process is also designed to make you feel confident as you decide whether to purchase a home. You will have opportunities to speak with PCCLT homeowners about their experience with us.

Step 1: Submit your PCCLT Application

    • Complete the PCCLT Application form.

      You may download the application form HERE.
    • Household identification.

      Picture ID and Social Security card for applicants and anyone 18 years old & over. Birth Certificates for household members under 18 years of age (if you do not have birth certificates you can order them through the Vital Records at the Health Department. Social Security Cards for all members of the household (those who have cards with work only must also bring their legal residence card).
    • One month of pay stubs.

      For every employed person in the household who is 18 years and older, you must submit one months’ worth of your most recent pay stubs. If you or a member of your household receives Social Security benefits, please provide the most recent award letter.
    • Three months of bank statements.

      For all checking, savings, investment and retirement accounts, you must submit three months’ worth of your recent bank or financial statements.
    • Two years of Federal Income Tax Returns and W-2 forms.

      Self-employed clients will need 3-years starting with the most recent year PLUS a current P & L and Balance Sheet. If not available call the IRS for Transcripts at 1-800829-1040 it can take up to 4 weeks or you can request to have them faxed to you. Let the IRS know that you are in the process of purchasing a home and need them ASAP.
    • One month of utility bills.

      Including gas, water, electricity, and garbage, etc.
    • If Relevant:

    • Child support award letter or divorce decree.

      Award Letter: Child support decree or Divorce decree (if not available, 3-months of bank statements showing deposits; SSI or SSD award letters, retirement benefits award letter are acceptable).
    • Bankruptcy documentation.

      Bankruptcy papers including discharge letter and list of creditors (if applicable).

Step 2: Meet with PCCLT staff

Once PCCLT staff has received the application package along with required supporting documentation, a meeting will be set up so that you can learn more about PCCLT and the home-buying process.

Step 3: Submit your mortgage loan application

To save time, this can and should be done simultaneously with the application to PCCLT.

  • Complete the Washington Federal Application form.

    You may download the application form HERE.
  • Household identification.

    Picture ID for applicants and anyone 18 years old & over. Birth Certificates for household members under 18 years of age (if you do not have birth certificates you can order them through the Vital Records at the Health Department. Social Security Cards for all members of the household (those who have cards with work only must also bring their legal residence card).
  • One month of pay stubs.

    For all assets and cash accounts, you must submit three months’ worth of your recent bank or financial statements.

PCCLT staff will forward your completed application package and supporting documents to Washington Federal. You will also need to make an appointment with Deanna Mora:

Step 4: Choose your home & submit an offer

At this time, all PCCLT homes are resale homes. This means that we are helping our current PCCLT homeowners sell their homes. PCCLT continues to own the land and we will enter a new 99-year ground lease with you. The sale of the improvement/house will be between the current homeowner and you! You can review the homes that we have available HERE or contact us.

Your offer must be for the listed sales price. The final purchase price will be adjusted to match the leasehold appraised value. You must qualify for a residential loan in an amount that equals at least 85% of the list price of the home. Be sure to include the following documents in your offer:

  • Purchase Offer: See an example purchase offer HERE.
  • Income Certificate: This is provided to you by HCA.
  • Approval Letter: This is provided to you by your lender.
  • Addendum #1: Download a copy of Addendum #1 HERE.
  • Buyer Disclosure Form: Download the Buyer Disclosure form HERE.
  • An Earnest Money Check made out to Stewart Title in the amount of $1500
